ミラノ在住のエステティシャン、Askaです🇯🇵🇮🇹✨
私はオーストラリアでエステティックを学び、資格を取得しました🇦🇺✨
その後、縁あってイタリア・ミラノへ移住し、こちらでもプロのエステティシャンとして活動するために、現在 海外資格の認定手続き（Riconoscimento Qualifica） に挑戦しています💆‍♀️
イタリアでは、日本や他国で取得した資格をそのまま使用することはできません。
イタリアで正式にエステティシャンとして働くためには、
イタリア労働省（Ministero del Lavoro）や州政府による資格認定を受ける必要があります📄🇮🇹
今回は、私自身が経験した資格認定のリアルな流れと、なかなか進まないイタリアの行政手続きを前に進めるために学んだことをお伝えします✨

① 最初の壁「補正措置（Misura Compensativa）」📚💪
海外資格をイタリア資格として認定してもらう場合、イタリアの基準と比較して不足している部分を補うために、**補正措置（追加講習や試験）**が必要になることがあります。
私の場合は、ミラノの美容学校
🏫 Diadema Academy
で補正講習を受講しました。
授業を無事に修了し、いよいよ
📅 7月8日に最終試験
を受けることが決まりました。
「ここまで来れば、あとは試験だけ✨」
そう思っていました。
しかし……
ここからがイタリアらしい「待つ時間」との戦いの始まりでした🇮🇹⏳

② 国（労働省）と州（ロンバルディア州）の連携問題📩
試験日が決まる前から、ある問題がありました。
それは、
国（労働省）と、実際に手続きを担当する地方自治体（ロンバルディア州）の連携が非常にゆっくりだったこと。
私が進捗を待っている間、労働省の担当者である
Martignano Lucia Annaさんは、ロンバルディア州へなんと4回も、
「Askaさんの補正措置の手続きを早く進めてください」
と督促をしてくださいました🙏✨
イタリアの行政手続きは時間がかかることで有名ですが、国の担当者がここまで状況を理解し、動いてくださっていたことには本当に驚きました。
そして7月8日。
🎉 無事に最終試験に合格しました！
しかし、まだ終わりではありません。
試験結果が州から国（労働省）へ正式に報告されなければ、資格認定証は発行されません📄
そして案の定……
試験後もしばらく状況は動きませんでした😅

③ 転機✨ 労働省から5回目の公式督促📩🔥
試験から約1週間後。
7月15日、私のメールボックスに1通の公式メールが届きました📧
そこには、ロンバルディア州へ向けた
5回目の督促（sollecito）
が添付されていました。
内容は、
「Askaさん本人から、7月8日に試験を実施したと報告を受けています。至急、結果と現在の進捗状況を国へ報告してください」
というものでした。
担当者のMartignanoさんは、以前私が送ったメール内容を覚えていてくださり、状況を把握した上で州へ強く働きかけてくれたのです🙏✨
この時、改めて感じました。
🇮🇹 イタリアの行政は時間がかかることもある。
でも、正しい相手へ、正しい方法で、継続的に働きかけることが大切。

🇮🇹 イタリアの手続きを動かすために学んだ3つのポイント✨
① 関係者全員をCCに入れて、状況を共有する📩
今回、学校へ連絡する際には、関係者をCCに入れました。
✔️ 学校のディレクター
✔️ 学校事務担当者
✔️ 労働省担当者
✔️ ロンバルディア州担当者
全員が同じ情報を見ることで、
「どこで止まっているのか」
「誰が対応するべきなのか」
が明確になります。
行政手続きでは、状況を可視化することが大きな力になります💡
② 「早くしてください」ではなく、期限と理由を伝える⏰
ただ、
「早くお願いします🙏」
と言うだけでは、なかなか優先順位は上がりません。
今回は、
📌 担当者が7月末から休暇に入ること
📌 国から正式な督促が届いていること
📌 9月からPartita IVA（個人事業主登録）を開始予定であること
を具体的に伝えました。
「なぜ今必要なのか」
を相手に理解してもらうことが重要です✨
③ 丁寧さと、諦めない姿勢のバランス🤝✨
イタリアでは、人との関係性がとても大切です🇮🇹
相手の忙しさを理解しながら、
「お忙しいところ申し訳ありません」
という気持ちは忘れない。
でも、自分の目標のために必要なことは、きちんと伝える。
優しくあることと、諦めることは違います!

今回の働きかけによって、現在は学校と州が連携し、試験結果を国へ送る最終ステップへ進んでいます。
9月からのサロンでの活動開始に向けて、一歩ずつ確実に前進しています💆‍♀️✨
海外資格を持っていて、イタリアで仕事を始めたい方。
行政手続きの壁に悩んでいる方。
私が今回学んだことは、

✨ 「論理的に」
✨ 「必要な人を巻き込みながら進める」
ということです。
イタリア生活は、決して簡単な道ではありません🇮🇹

🇮🇹✨ My Journey to Becoming an Esthetician in Milan

My Experience with Overseas Qualification Recognition (Riconoscimento Qualifica) and How I Moved the Italian Bureaucratic Process Forward He

I’m Aska, a Japanese esthetician living in Milan 🇯🇵🇮🇹✨
I studied esthetics and obtained my qualification in Australia 🇦🇺✨
After that, I moved to Italy, specifically Milan, and I am currently working toward officially becoming a qualified esthetician here through the recognition of my overseas qualification (Riconoscimento Qualifica) 💆‍♀️
In Italy, qualifications obtained abroad, such as those from Japan or other countries, cannot simply be used as they are.
To work professionally as an esthetician in Italy, it is necessary to obtain official recognition from Italian authorities, including the Italian Ministry of Labour (Ministero del Lavoro) and the regional government 📄🇮🇹

Today, I would like to share my personal experience with this process and the lessons I learned about how to move forward through the complex Italian administrative system ✨

① The First Challenge: “Compensatory Measures” (Misura Compensativa) 📚💪
When applying for recognition of an overseas qualification in Italy, you may be required to complete additional training or examinations to cover any differences between your original qualification and Italian standards.
In my case, I attended a compensatory training course at:
🏫 Diadema Academy in Milan
After successfully completing the course, my final examination was scheduled for:
📅 8 July
I thought:
“Finally, I’m almost there! The only thing left is the exam ✨”
However…
That was when I began facing the typical Italian administrative waiting process 🇮🇹⏳

② Communication Issues Between the National Government and the Region 📩
Even before the exam date was confirmed, there was already an issue.
The problem was the slow communication between:
🇮🇹 The national authority (Ministry of Labour)
and
🏛️ The regional authority responsible for the practical procedures (Lombardy Region)
While I was waiting for updates, the person in charge at the Ministry of Labour, Lucia Anna Martignano, contacted Lombardy Region several times — actually four times — asking them to proceed with my compensatory measure process.
I was honestly surprised.
Everyone knows that Italian bureaucracy can be slow, but I was grateful to see that someone at the national level was actively supporting my case and following up on my situation 🙏✨
Then came 8 July.
🎉 I successfully passed my final examination!
But the process was not finished yet.
Passing the exam was only one step.
The official result still needed to be sent from the region to the Ministry of Labour before my final recognition certificate could be issued 📄
And, as expected…
After the exam, the process became quiet again 😅

③ A Turning Point ✨
The Ministry of Labour Sent the 5th Official Reminder 📩🔥
One week after my exam, on 15 July, I received an official email from the Ministry of Labour 📧
Attached was the 5th official reminder (sollecito) sent to the Lombardy Region.
The message was essentially:
“We have been informed by Aska herself that the exam took place on 8 July. Please urgently send the results and the current status of the procedure to the Ministry.”
Ms. Martignano remembered the information I had previously shared and, understanding my situation, strongly requested action from the regional office 🙏✨

At that moment, I truly realized:
🇮🇹 Italian bureaucracy may take time, but with the right communication, persistence, and the right people involved, progress can be made.

🇮🇹 Three Important Lessons I Learned About Handling Italian Bureaucracy ✨
① Include all relevant people in CC 📩
When contacting the school, I included all relevant people in CC:
✔️ School director
✔️ Administrative staff
✔️ Ministry of Labour representative
✔️ Lombardy Region representative
By having everyone in the same email conversation, it became clear:
“Where is the process currently stopped?”
“Who needs to take the next action?”
Making the situation visible is extremely powerful when dealing with administrative procedures 💡
② Explain deadlines and reasons — not just urgency ⏰
Simply saying:
“Please do this quickly 🙏”
is often not enough.
Instead, I explained clear reasons why the procedure needed to move forward:
📌 The administrative staff member would be on holiday at the end of July
📌 The Ministry had already sent an official reminder
📌 I am planning to open my Partita IVA (self-employed registration) from September
Helping people understand why the timing matters makes a big difference ✨
③ Balance kindness with determination 🤝✨
In Italy, relationships and communication style are very important 🇮🇹
I always try to show respect:
“I understand you are very busy, but…”
At the same time, it is important to clearly communicate what is necessary and continue following up.
Being polite does not mean giving up 🌱

Thanks to these actions, the school and the regional authority are now working together to send my exam results to the Ministry.
I am moving forward step by step toward my goal of starting my professional activity at a salon from September 💆‍♀️✨
For anyone who has an overseas qualification and dreams of working in Italy, or for anyone struggling with complicated administrative procedures, I hope my experience can be helpful.
The lessons I learned are:

Life in Italy is not always easy 🇮🇹
